elevated JmN9m Philippe Sincennes, a loving and devoted husband, father, son, and brother, passed away peacefully on June 1, 2025, surrounded by his loved ones.
elevated JmN9m He was the cherished husband of Catherine; doting father to Sophie, Gabriel, Charles-Étienne, Alexandre and Madeleine; the beloved son of Nicole and Guy; and a treasured son-in-law of Licet and Duncan Ash. He also shared a deep, enduring bond with his brother, Luc.
elevated JmN9m Philippe dedicated more than 25 years to public service, guided by an unwavering commitment to justice. Known for his warmth, strength, and quiet generosity, he left an indelible mark on all who knew him. His legacy of love, resilience, and integrity will be remembered always.

Philippe will always be remembered as a softly spoken, kind hearted gentleman with unwavering commitment to his family and resolute professionalism throughout his career at CBSA and CIC. Although we no longer worked as closely together, when we saw one another, his face would light up when speaking about you and your family.
Philippe was a good man and always carried out his duties with integrity.
I met Philippe when he came to Pearson. His playful smile, sense of humour, eager and dedicated work ethic, respect for everyone and direct, firm but pleasant attitude, made him a very dear member of our Immigration family.
When he confided his love for our dear Catherine, we all shared their joy.
He was a trusted unwavering friend.
It is really heartbreaking that he left too soon.

Philippe, a man whose quiet strength, intelligence, and steadfast dedication left an indelible mark on all who had the honour to work alongside him.
I first met Philippe during my tenure with the RCMP Integrated National Security Enforcement Team. From the outset, it was clear that Philippe was no ordinary person. As a member of CBSA, he brought not only professionalism and skill but also great enthusiasm for national security work that inspired those around him. What began as a professional acquaintance quickly evolved into a friendship, rooted in mutual respect and a shared purpose. Philippe possessed an encyclopedic knowledge of listed terrorist entities that was nothing short of astonishing. He could recount, without hesitation, the history, ideology, country of origin, and operational reach of virtually every known terrorist group. This wasn’t just academic expertise; it was knowledge honed through years of field experience, dedication, and a fierce commitment to keeping Canadians safe. His insight and counsel were sought after and valued by agencies across the Greater Toronto Area.
After our time at INSET, Philippe continued to serve with distinction as the CBSA liaison to the RCMP’s Greater Toronto Area Integrated Money Laundering Investigative Team, where I had the privilege of serving as the NCO I/C. There, as always, he brought integrity, good humour, and a tireless work ethic. Through it all, his passion for public service never faded, nor did his humility or grace. Whenever he visited the unit, we would ultimately adjourn for coffee, where countless conversations were had. These often ranged from operational matters to philosophical discussions about life, culture, and family (and discussions about fishing, the Eastern Townships, and the Saguenay region of Quebec).
But beyond the professional accolades, what I admired most about Philippe was who he was outside of work. A devoted husband, a loving father, and a man of deep faith, he lived his values quietly but powerfully. His love for his wife, Catherine, and their children was evident in every conversation, and he carried his responsibilities as a family man with the same honour he brought to his career.
His passing is a profound loss to his family, his colleagues, and to the country he served with such pride. My heartfelt condolences go out to Catherine, his children, and all who had the privilege of knowing and working with Philippe.
And when my time comes, should I be so fortunate as to approach the pearly gates, I do not doubt that Philippe will be standing post there too, ever-vigilant, ever-loyal, still guarding the threshold with that same calm assurance and quiet smile.
So long, Philippe. You served us well. You will be missed.

Catherine my deepest condolences to you and your lovely brood of children. This morning, I watched the streamed video of Philippe’s service and found it to be a heart warming service. The choir sang beautifully and I can imagine Philippe’s voice ringing true with them in song.
It was good to see the presence of the CBSA Honour Guard in tribute to Philippe’s valuable service.

We spent endless hours together, notably talking about our shared passion for history and politics. I also recall his great sense of humor, and encyclopedic knowledge. We were jointly and closely involved in many initiatives over the years, including Genies en Herbe, the Jeunes Entreprises and volunteer work overseas. He was always dedicated and passionate in all these endeavours. We lost track of each other over the years, having been in different cities and, ultimately, countries. I had the privilege of working alongside your husband and father for many years, although we worked different agencies. I can tell you that at work, his actions made a difference to make communities a better and safer place to be. He was honest, hardworking and genuinely cared about others. Beyond the workplace we shared many wonderful chats about mutual interests and found that we had much in common. I will miss him very much.
